SNU 10-10 Private AI Initiative & Strategy and Finance Ministry Advisory Board: Forum on 'Defense, Manufacturing, and Security in the AI Era'

Seoul National University's 10-10 Private AI Initiative (Head Professor Jung Hee Cheon), in collaboration with the Strategic Economic Advisory Board of the Ministry of Economy and Finance (Chairperson Young-sun Park, former Minister of SMEs and Startups), held a forum on September 7 at SNU's Sangsan Mathematical Sciences Building on the theme of 'Defense + Manufacturing + Security in the AI Era.'

The forum was organized to address South Korea's strategy for enhancing execution capabilities toward becoming one of the Top 3 AI powers and Top 4 defense industry powerhouses, at the intersection of defense industries directly linked to national security, manufacturing floors serving as the foundation of national industry, and data security technology.

The event commenced with opening remarks by Chairperson Young-sun Park of the Strategic Economic Advisory Board, welcoming remarks by Vice President for Research Joo-han Kim of SNU, and congratulatory remarks by Director General Kyung-seol Min of the Innovation Growth Bureau at the Ministry of Economy and Finance, followed by presentations from three subcommittees (Defense, Manufacturing, and Security) and a comprehensive panel discussion.

In the Defense Subcommittee, Professor Dae-Kwon Son of Inha University (Director of the Logistics AX Verification Center and Chair of the Defense Subcommittee of the Strategic Economic Advisory Board) presented on 'Defense AX Strategy and the Future of the Defense Industry'. He suggested strategies to build a Defense AX Full Stack that moves beyond being a mere weapons exporting nation to becoming an architect shaping the future technology landscape, driving South Korea toward a defense AI ecosystem powerhouse and a Top 4 defense exporter. Joon-Hee Won, Chairman of the Defense Venture Business Association, presented strategies to leap into a sustainable Top 4 K-defense powerhouse beyond the conglomerate centered finished goods export structure, by fostering defense SMEs and startups into global leaders in materials, parts, software, and AI through R&D, standard certification, GVC expansion, and IP system innovation.

In the Manufacturing Subcommittee, Jong-Pill Yun, Center Director of the Manufacturing AI Research Center at the Korea Institute of Industrial Technology (KITECH), introduced current manufacturing AI technology levels through real world deployment cases across design, equipment diagnostics, product inspection, logistics, process control, and optimization. He also examined bottlenecks encountered during shop floor AI implementation and methods to overcome them, offering technological development directions for substantial manufacturing innovation and industry wide diffusion. Professor Byeng-dong Youn of Seoul National University (CEO of ONEPREDICT) reflected on the government led manufacturing AX journey, highlighting key national initiatives (such as AI Factory construction, Physical AI projects, Manufacturing Foundation Model projects, and Manufacturing Agent distribution initiatives). He presented cases of Level 2 autonomous manufacturing development and Level 3 conditional autonomy challenges achieved on factory floors, while offering policy recommendations for the direction of manufacturing AX and resolving the AX divide.

In the Security Subcommittee, Professor Emeritus Keunkwan Ryu of SNU (former Commissioner of Statistics Korea) presented a national data governance model based on a secure 'Hub & Spokes' national data interconnection system, which keeps data decentralized at individual institutions (Spokes) while safely linking, combining, and utilizing it via a central hub (Hub). Notably, Professor Jung Hee Cheon of SNU, Chair of the Quantum Security Subcommittee of the Strategic Economic Advisory Board, presented methods for combining sensitive defense and manufacturing data across institutions and using it for AI training without exposing original data, leveraging 'Homomorphic Encryption' a technology enabling data analysis and computation in an encrypted state. Through this, he proposed a strategy to build an 'Encrypted Computing Based Data Ecosystem' that simultaneously protects data privacy and promotes data utility, transcending the conventional trade off.

Following the presentations, a comprehensive panel discussion featuring all presenters was conducted, moderated by Chairperson Young-sun Park.

Organizers and officials from the Strategic Economic Advisory Board of the Ministry of Economy and Finance (Chairperson Young-sun Park), Seoul National University, and participating organizations unanimously agreed that "early adoption of AI Transformation (AX) in defense and manufacturing is essential to strengthen South Korea's global manufacturing competitiveness, requiring a Manufacturing AI Full Stack and an Encrypted Computing Based Private AI Ecosystem to ensure secure data sharing and utilization." They added, "This forum will serve as a turning point to simultaneously enhance national core industry competitiveness and execution capabilities on the shop floor."
